FCC Refuses To Reduce $120M Robocalling Fine

  • FCC issues record $120 million robocall fine

And the Federal Trade Commission said it received roughly 5.3 million complaints about telemarketing calls in 2016. The fine is the FCC's second-largest penalty in history and the first relating to a robocalling operation. Abramovich tried to convince the agency to significantly lower the fine by saying that he had no intention to cause harm and that the amount was unconstitutional. Abramovich was responsible for the most extensive caller ID spoofing schemes we have ever encountered, and he caused companies and individuals extensive harm.

The FCC proposed the fine in June in 2017, alleging that Adrian Abramovich had made 96 million robocalls during a three-month period in 2016. According to the FCC he duped a large number of elderly people into purchasing bogus travel deals. Dewey says, "The most important thing to know about any phone call that you're receiving these days is that the caller id simply can not be trusted".

After doing that, they were sent over to a foreign call center where they would be sold on timeshare packages by a real phone operator.

To increase the likelihood that consumers would answer his calls, the FCC said, Abramovich's operation made calls that appeared to be local-a practice known as "neighbor spoofing".

Abramovich's scheme involved calling unsuspecting customers with a prerecorded message instructing them to "Press 1" to hear more about an "exclusive" vacation deal offered by a well-known travel or hospitality company, like TripAdvisor, Expedia, Marriott, or Hilton, the FCC said.

If there were a Guinness World Record for robocalls, a Miami man may have set it. "Or ask Spōk, a Virginia-based medical paging service whose emergency communications services were disrupted by a flood of robocalls attributed to Mr. Abramovich's companies", Pai said.

Unfortunately, the move against Abramovich is unlikely to reduce the number of robocalls that consumers receive on both cellphones and land lines. 30 billion robocalls past year alone. "There are websites right now. that offer volume pricing for using their robocalling system that can handle millions of calls".

"This FCC is an active cop on the beat and will throw the book at anyone who violates our spoofing and robocall rules and harms consumers", Pai said.

"It is the top consumer protection priority for the chairman", said Wiquist, "but there's no silver bullet".
