The full-fledged project would include a tunnel along Los Angeles' notoriously busy 405 Freeway where, Musk said, traffic varied between the seventh and the eighth circles of hell.
"Like a weird little Disney ride in L.A.", Musk, casually dressed in denim, said to laughter and applause.
The biggest challenge, however, is digging the tunnel network. Musk commented, "we're not suggesting this to the exclusion of other approaches". Musk spoke of above-ground roads being converted to park space, as commuters gravitate to the personalized mass transit in his tunnels. These tunnels were not yet part of his cross-country "Hyperloop" system, which would ferry people in tubes travelling at airline speeds at a much lower cost. Hundreds of entrances were included in this project where passengers in pods could come down to the network of tunnels that will carry them across the city at high speeds.
Earlier, before the session, Musk retweeted LA Metro tweet announcing the prolonged partnership with The Boring Company and that they are going forward with their plans to build in-city Loop for the underground fast travel system. "It's very hard to weave large stations into the fabric of a city", Musk said.
That announcement on Thursday night preceded a public event Musk held in the LA suburb of Bel-Air on Thursday night, during which he and Boring Company officials talked about the tunneling activities and took questions from members of the community.
Tesla-driving Angelenos may soon be able to hop out of their battery-powered vehicle, board an electric pod in a Boring Co. tunnel and get to the port where SpaceX is about to build massive rockets that it aims to fly to Mars.
His firm behind the project - "The Boring Company" - wants to create tunnels that link up with existing subway lines to "complement the system".
The plan calls for excavated soil to be compacted into concrete reinforcement segments for the tunnels, or turned into construction bricks.
The company has already conducted test runs and reached a couple of hundred miles an hour speed.
"The crowd was majority male, and there were very few people of color", neighborhood leader Andres Cuervo told the Los Angeles Times.
'This is groundbreaking, this is establishing a precedent, and I think we all agree that we want to make sure that this goes off without a hitch, ' Hawthorne's Mayor Alex Vargas added at the meeting.
