Obama's comments joined a firestorm of opposition to the Donald Trump administration's so-called "zero tolerance" policy begun in early May that caused the separation of more than 2,300 children from their parents after they crossed the US-Mexico border illegally.

The executive order has mandated that immigrant families should be detained together if they are caught entering the United States illegally.

"I am also deeply troubled to hear reports that the administration, in its haste to hold innocent children hostage in order to demand funds for a border wall, failed to plan appropriately to reunite these families following their separation", the Democrat said.

However, it will keep families together while they are in custody, expedite their cases and ask the Department of Defense to help house them.

Trump issued an executive order Wednesday aimed at reversing his own policy of taking immigrant children from their detained parents, but emotions remained high.

Trump said that unnamed congressman and senators were hard at work on new legislation for a revised border protection policy.

"It's about keeping families together", Mr Trump said at the signing ceremony on Wednesday.

Every living former first lady and the current first lady, Melania Trump - herself an immigrant from Slovenia - expressed their sorrow, or a stronger emotion, at the sight of children being separated from their parents.

Trump, a frequent viewer of cable television newscasts, had recognized the family separation issue was a growing political problem, White House sources said.




Searing images of children held in cages at border facilities have dominated the news in recent days, along with audio recordings of young children crying for their parents. We'll make it another time when things are going extremely well.

Trump also suggested in his comments on Tuesday that some of the problems are caused by child smugglers who have taken advantage of loopholes in USA immigration laws and that lawyers assisting asylum seekers are also gaming the system. This section includes provisions for illegal entries that will attempt to detain an alien family together, unless there is concern that the welfare of the child is at risk.

Detention centres: They are then supposed to be moved to one of about 100 detention centres run through the Office of Refugee Resettlement (ORR), part of the Department of Health and Human Services.

Family members: Under US law, the children are meant to be released to stay with relatives or foster carers "without delay". The roll calls would let Republicans assert to voters that they tried addressing the immigration problem.

But that position is nearly certain to be challenged in court because of a 1997 consent agreement that stipulates that children can be kept in detention only for 20 days.

Kay Bellor, vice president for programs at Lutheran Immigration and Refugee Service, among the largest refugee resettlement agencies in the USA, said: "While children will no longer be ripped from the arms of their parents for the sole objective of deterring immigration, they will go to jail with their parents".

The Trump administration is likely to become tangled in legal battles with immigration activists on behalf of detained migrants if it is unable to overturn the Flores agreement before the 20-day deadline.

As quickly as Trump reversed course on the separation matter, speculation mounted over the fate of the advisers who crafted the policy: Attorney General Jeff Sessions and Miller, the 32-year-old policy aide who has drawn liberal ire for his uncompromising immigration stance.

It's unclear when families will start being reunited with their families.

A top HHS official told Agence France-Presse on Tuesday they had no system in place to do so.
