"She would not come down by voice command", said National Park Service spokesman Jerry Willis.

But Rise and Resist NYC, which organised the protest, said her protest on the statue was not part of its move.

The group behind the banner says the climber isn't connected to the earlier demonstration. He said federal rules do not allow banners to hang at the monument, which is run by the park service. Earlier that afternoon, seven people were apprehended for holding a banner that read "ABOLISH ICE" off the base below the statue, which is technically called Fort Hood. ICE is a division of the Department of Homeland Security whose officers arrest and deport unauthorized immigrants inside the USA, among other duties. While members of Rise and Resist initially said that Okoumou was not affiliated with them, the group later noted that she was part of the banner action, but stressed that her choice to scale the statue was her own.

ICE (Immigration and Customs Enforcement) is under massive fire from liberal activists for enforcing US President Donald Trump's tough policies against illegal immigration. We've got five things to know about her.

Okoumou, who goes by her middle name, Patricia, sported a T-shirt reading "White Supremacy is Terrorism" that she had worn inside-out in court.

The 44-year-old Congolese immigrant and Staten Island resident, climbed the tower on Tuesday to protest Trump's "zero tolerance" policy that caused thousands of immigrant children to be detained and separated from their parents.

"Abolish ICE" has become a rallying cry at some protests around the country and for some prominent Democratic officials seeking to boost their progressive credentials.

Liberty Island was evacuated as police attempted to get Okoumou to the ground. The woman then climbed down eight meters to the observation deck, where she was taken into custody.

She was arrested by two rappelling police officers after an hours-long standoff on America's Independence Day.

Police have reached a person who scaled the base of the Statue of Liberty on the Fourth of July and appear to be trying to escort her down. She was arrested in August 2017 for trespassing and obstruction of government administration during a demonstration at the New York Department of Labor, reported the New York Daily News.

"The Statue of Liberty was a reassuring sign that they had arrived in the land of their dreams", the park service says.
