Turnbull narrowly won a leadership vote on Tuesday against former home affairs minister Peter Dutton.

Dutton needs to prove he has majority backing, or 43 signatures from within the party's parliamentary group - a requirement for him to force a second crack at the top job ahead of national elections due by mid-2019.

Turnbull said if he received the letter requesting a fresh vote, he would call a party meeting for midday on Friday (9am, Bangkok).

"What began as a minority has by a process of intimidation persuaded people that the only way to stop the insurgency is to give in to it", he said. "I have never given in to bullies". They have all been thrown out of power by their own parties amid poor opinion polling in a trend of political instability that divides parties and angers voters.

He faces questions over whether his financial interest in two childcare centres that receive Government subsidies makes him ineligible to sit in Parliament.

His opponents said Thursday they had enough support to oust him, but Australian media reported they did not have enough signatures on the petition.

The biggest gap between Bishop and Dutton is being provided by SportsBet who have Bishop paying $1.96 and Dutton $2.50.

Key crossbenchers will not guarantee support for a government led by Peter Dutton, casting doubts on whether the Liberal MP could command a majority on the floor of the house in the wake of a successful second coup.

Mr Kennett is also taking into account a likely by-election in Malcolm Turnbull's Sydney seat of Wentworth, if the prime minister quits as expected.




One minister was so disillusioned with the push to oust Turnbull that he took to Twitter to apologise to the Australian people.

"If I was putting my hat on, I would ensure that Julie Bishop was elected prime minister and Scott Morrison was deputy and retain the treasury for consistency's sake", Mr Kennett told Melbourne radio station 3AW.

He quit his cabinet position after his first failed leadership bid on Tuesday and has said that if he became prime minister, he would focus on cutting immigration to ease population pressures and boosting water investment to help drought-stricken farmers.

"This is a very, very significant point", Mr Turnbull said.

"The Liberal Party, whatever it does today and tomorrow, is irreparably split", Shorten said.

Dutton has said he is in the clear while Turnbull said he was waiting for the solicitor-general to report back on the issue on Friday morning.

No Australian prime minister has lasted a full three-year term since Prime Minister John Howard lost power in 2007 after more than 11 years in office.

Opposition lawmaker Tony Burke argued that the government wanted to avoid question time, a daily period when the prime minister and ministers answer opposition questions for more than an hour.

But conservative MPs maintain the only way to be competitive at the next election, particularly in Queensland, is to ditch Mr Turnbull, who they think is not right wing enough.
