Critics say the restrictions limit internet providers' ability to recoup the costs of network improvements and will lead them to curb investment. The measures - Assembly Bill 2888 and Senate Bills 221, 1100, and 1177 - passed the state legislature and now head to the state's Democratic governor for further consideration. The final bill passage came after the state Assembly voted 61 to 18 to approve the measure Thursday, followed by a 27-to-12 vote Friday by the Senate.

The bill would become California's second major internet law passed in the last few months, The New York Times said. Jerry Brown (D), would preclude internet providers from blocking, slowing or favoring certain websites, The Post reported. The Bill would also prohibit promotions of free streaming for apps, a practice that can stifle the businesses of other websites that don't have the resources to offer such promotions. It would also nix the idea of pay-to-play, meaning that ISPs can not charge websites or online services fees to prioritize their traffic to consumers. In June, it became the first state to pass internet privacy legislation, giving consumer more control over their personal data. Some US cable operators are also sizing up zero-rating policies as a way to differentiate their services, according to a top exec at OpenVault LLC, a broadband data collection and analysis company that works with ISPs in the US and other parts of the globe. And the state's online privacy law has prompted tech companies to promote a weaker federal law that would nullify any state laws.




"ISPs have tried hard to gut and kill this bill, pouring money and robocalls into California", said the Electronic Frontier Foundation.

The law would face fierce resistance from telecommunications companies. Industry groups are urging Governor Brown to veto the bill.

Internet companies say they're committed to upholding net neutrality principles but it's unrealistic for them to comply with different regulations around the country. In a separate court battle, a federal appeals court will decide if the commission's rollback was legal.

"Consumers expect a single, national approach to keeping our internet open, not the confusing patchwork of conflicting requirements passed today", said Jonathan Spalter, president at USTelecom, an industry group for telephone companies across the US.
