International Monetary Fund says 'all Brexit outcomes' will entail costs for the UK

Mrs Dodds was speaking as Mrs May told the BBC's Panorama programme that MPs will have a choice between her proposed deal with the European Union or no deal at all.

The EU's backstop would leave a border down the Irish sea while the UK's proposal left it "volunteering" to "remain effectively in the customs union and large parts of the single market until Brussels says otherwise", Mr Johnson said. However, there are still some very real risks for a no-deal Brexit getting done.

However, pro-Brexit Conservative MP Andrew Bridgin poured scorn on the IMF's analysis saying that the IMF had been wrong before, and were so again: "Christine Lagarde, the same IMF, who told us that if we even voted we would be in an immediate recession, it's the same IMF that didn't foresee the economic crash in 2008".

This comes against the backdrop of the fact that Prime Minister Theresa May is yet to get approval for her Brexit plans.

What has changed is a shift away from discussion of checks on goods passing through Northern Ireland's border with Ireland to a discussion of the mechanisms for checking goods travelling between Northern Ireland and the rest of the United Kingdom.

Michel Barnier, the EU's chief Brexit negotiator, is working on a revised plan for Northern Ireland that would involve technology-based solutions to avoid a hard border for goods.

That would raise a host of questions about trade relations, the Northern Ireland border and the rights and privileges for the millions of citizens of European Union nations residing in the United Kingdom and vice versa ― United Kingdom citizens living in European Union countries.

The rival tipped by bookmakers to succeed May, Boris Johnson, excoriated May's Brexit plans, known as Chequers after the country house where they were hashed out in July.

"We plan to fight very, very hard to make mobility straight forward, regulations transparent and efficient so that this is less of an issue".

Speaking to the Financial Times, she said: "They are not capable of governing. We're either going to have a general election in the autumn or we're going to have it in the spring..."

Requirements for a "backstop" arrangement at the Irish border, contained in December's agreement between Mrs May and European Commission president Jean-Claude Juncker, would leave the United Kingdom a "vassal state" of the EU, the former foreign secretary warned.

Hammond has been criticised by some Brexit supporters who say he wants to maintain a relationship with Brussels that would keep Britain under too much influence from the EU.

Mrs May also said she believes Parliament will vote for a deal to maintain a good trading relationship with the European Union and cooperation on other matters.

May, the centre-right Conservative Party's leader, said she was focused on securing a Brexit deal rather than her own future, in a BBC television interview out Sunday.

Theresa May's government had failed to ensure that the country didn't face a "bad deal or a "no deal" Brexit".

International Trade Secretary Liam Fox - another top Leaver in the cabinet - said Brussels had made "reassuring noises" in recent weeks on the Brexit talks.
