The announcement over aid comes as Secretary of State Mike Pompeo and Chairman of the Joint Chiefs of Staff Gen. Joseph Dunford are preparing to meet this week with Pakistan's newly elected prime minister, Imran Khan.

Pakistan has received more than $33 billion in US assistance since 2002, including more than $14 billion in Coalition Support Funds, a US Defence Department programme to reimburse allies that have incurred costs in supporting counter-insurgency operations. "But morally and in principle, they should reimburse what we spent in the past", he said.

Due to a lack of Pakistani decisive actions in support of the South Asia Strategy, the remaining United States dollars 300 million was reprogrammed by the Department of Defense (DoD) in July 2018 time frame for other urgent priorities before the funds expire on September 30, he said.

No restoration of USA security assistance to Pakistan before the war in Afghanistan ends, more restrictions may be imposed and Washington has serious concerns about Pakistan's growing economic ties with China, said Assistant Secretary of Defence for Asian and Pacific Security Affairs Randall G. Schriver. The administration says Pakistan is not taking strong enough steps to combat the Taliban and other groups.

The United States has now withheld $800 million from the CSF so far this year. "So, we want them to be successful", said the top U.S. official while indicating that Washington could also work with worldwide financial institutions to help boost the ailing Pakistani economy because "economy is going to be the key" to Pakistan's success.

But U.S. officials had held out the possibility that Pakistan could win back that support if it changed its behavior.

"We will listen to their point of view, and we will present our position to them", he said.

The Pentagon's move, which needs to be approved by the US Congress, is part of a broader suspension of aid announced in January. "They give safe haven to the terrorists we hunt in Afghanistan, with little help". That agenda includes using terrorists to shape the post-war future in Afghanistan - a future they wish to dominate.

Trump in August previous year unveiled his new South Asia policy and asked Pakistan to do more against such groups. Haley said Pakistan would work with the U.S.at times, while at the same time harboring terrorists that attack American troops in Afghanistan. He stated stalemate persisted in Pak-US ties during tenure of Nawaz-led Pakistan Muslim League Nawaz's government.

Among the issues Mr. Pompeo is expected to raise on his visit is counterterrorism in the region.

In response to Pakistan's request, State Department spokesperson Heather Nauert told reporters on August 23 that Pakistan is an "important partner to the United States", and that the United States hopes to "forge a good, productive working relationship with the new civilian government".

The funds were initially suspended after President Donald Trump accused Pakistan of rewarding past assistance with "nothing but lies and deceit". While Washington insists that Pompeo raised the issue of terrorism Islamabad says the issue did not figure in the telephonic talk.
