"At your request, I am submitting my resignation", Sessions wrote in a letter to the president.

In a Twitter message, the medium he often uses for dismissing subordinates, Trump said he had replaced Sessions with Whitaker, who will be acting attorney general.

Some senior Republicans, such as former presidential candidate and Utah Senator-elect Mitt Romney, have urged Whitaker to allow the Mueller investigation to run unimpeded.

Mueller is investigating Russia's alleged interference in the 2016 election and any collusion by Trump's campaign.

When asked whether Whitaker would now assume control over the Mueller investigation, U.S. Justice Department spokesperson Sarah Flores said Whitaker would be "in charge of all matters" under the purview of the department.

Early indications are that Whitaker has no intention of recusing himself from oversight over the Mueller probe, thereby shifting oversight away from the controversial Deputy Attorney General Rod Rosenstein.

The special counsel has also been investigating whether Mr Comey's firing amounted to obstruction of justice.

Spats between Trump and journalists can sometimes seem circus-like, but critics say the president's hot temper illustrates his deeper disdain for Washington norms - and allegedly for the law. He had frequently publicly castigated Sessions for recusing himself past year from the case.

"As the attorney general has repeatedly said, she has not yet made a decision as to what she will do next", Bondi spokesman Whitney Ray said in an email to CNN.

Whitaker is expected to assume oversight of Mueller's Russian Federation investigation.

"Trump putting himself above the law is a threat to our democracy, and we've got to get Congress to stop him", the group said on its website.

Whitaker's views as an outside commentator before joining the government have been music to the ears of Trump and Republicans.

There have been rumors that Graham was being considered for the attorney general job.

On Wednesday, Goodlatte issued a statement praising Sessions' service as attorney general and wishing Whitaker well in his new role.

One reason Sessions endured months of taunting from Trump is that he believed he was protecting the integrity of the Justice Department and was trying to prevent the president from bringing in someone who would politicize it, according to a US official who has worked with Sessions and frequently talked with him.

The recusal from the Russian Federation investigation allowed him to pursue the conservative issues he had long championed as a senator, often in isolation among fellow Republicans.

Lucas further explained that while the Democrats will have a majority in the House, they will remain a minority in the upper house of Congress, the Senate, and would likely have to convince at least some Republicans to join them. "This would not only be out of character for a respected figure like Mueller, but also could be damaging to the President of the United States and his family - and by extension, to the country", he wrote.

Their relationship wasn't always fractured. Rosenstein signed off on multiple Foreign Intelligence Surveillance Act (FISA) applications to extend surveillance on Trump campaign aide Carter Page, who was unfairly accused of being a Russian spy. Just recently, he told an interviewer that Sessions "never had control" of the justice department. He recused himself the next day, saying it would be inappropriate to oversee an investigation into a campaign he was part of.

Trump asserted that again on Wednesday in a press conference at the White House in which he suggested the only reason he hasn't already ousted Mueller is because it might make him look bad. Sessions rejected the entreaty.

Mueller is said to be in the process of writing his "final report", which is sure to be incredibly hostile to the Trump administration and people close to the president. One was approved by the Senate Judiciary Committee in April, making it eligible for a full Senate vote.
