The 14th Amendment states: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside".

Trump and Ryan have clashed in the past, but mostly the two Republicans have had a functional working relationship.

At least since 2005, Republicans in the U.S. Congress have regularly offered legislation ending birthright citizenship for children born in the United States if their parents were in the United States illegally.

The judge was the #OneLuckyGuy on Wednesday's Outnumbered panel, and he started by discarding the idea that there's a legal dispute about the 14th Amendment's nature of granting birthright citizenship.

Trump said he has talked about this with his council and reiterated that the process is in the works.

"We didn't like it when Obama tried changing immigration laws via executive action, and obviously as conservatives, we believe in the constitution". "But the 14th amendment of the constitution is very clear".

In one of his tweets, Trump also said that the term "anchor babies", which has been used to describe children of noncitizens born in the United States, is "nasty".

Speaking to reporters before leaving the White House for a campaign rally in Florida, Trump compared his plan to act by executive order to President Barack Obama's much-maligned decision to use executive action to provide protections from prosecution and a path to work status for some people brought to the USA illegally as children.

"Birthright citizenship defines who we are as a nation and is a core part of our American heritage and history". There is a debate among legal scholars about whether that right extends to the children on illegal immigrants. "I've always supported comprehensive immigration reform - and at the same time - the elimination of birthright citizenship", Graham explained on Twitter.

But attorney George T. Conway, Kellyanne Conway's husband, has parted company with his wife when it comes to birthright citizenship.

"The president wants to see a total reform take place".

The doctrine of birthright citizenship was established by the US Supreme Court in the 1898 decision in Wong Kim Ark v. the United States, a case brought by the US-born son of Chinese nationals.

John Eastman, a constitutional scholar at Chapman University's Center for Constitutional Jurisprudence, told Axios that the line "subject to the jurisdiction thereof" originally referred to people fully and politically allied with the United States - green-card holders and citizens.

A child born to a non-German citizen can be a citizen from birth only if a parent has been in the country for eight years with the legal status of "unlimited residency".

Top Democrat Nancy Pelosi called Mr Trump's claim an example of "Republican's spiralling desperation to distract from their assault" on healthcare. I think the President is looking at executive action.
