British Prime Minister Theresa May is due in Brussels on Thursday with what she says is a parliamentary mandate to re-open the draft agreement, sealed after 18 months of intense and highly technical negotiations. And the preference is to keep an open border in the context of a future potential over-arching post-Brexit UK-EU trade deal to be agreed in the 2020s if May's withdrawal agreement (or a variant of it) is approved. "There is no way to have a unilateral jumping out of the backstop".

May is set to travel to Brussels on Thursday to tell European Union leaders they must accept legally binding changes to the Irish border arrangements of the divorce deal or face the prospect of a disorderly no-deal Brexit.

"So while I have said that technology could play a part, and that we will look at alternative arrangements, these must be ones that can be made to work for the particular circumstances of Northern Ireland", she said.

Ministers are hoping European Union will agree to a two-month "grace period" after 29 March in case Prime Minister Theresa May's deal passes through parliament to provide the additional time for necessary legislation, the report said.

The prime minister had a hard task on her visit to Northern Ireland on Tuesday.

He said he had concerns about the idea of "alternative arrangements" and that it could not result in the "deletion" of the backstop, while Mr Juncker said the backstop was needed for "obvious, vital reasons" and it could not be abandoned.

"The only way that anyone can act in a democratic fashion is to respect consent, to respect the democratic wishes of the people of the north of Ireland and to use the Good Friday Agreement, its provisions, to guide us in the time ahead".

May said she would seek an alternative arrangement which avoids the need for a hard border or legally binding changes to the border backstop to introduce a time limit or create an exit mechanism. The former First Minister said it had endured because it had been driven by local communities.

It would see the United Kingdom enter into a temporary customs union with the EU if no trade deal is sealed by the end of a transition period after Brexit, which lasts until December 2020 and could be extended to the end of 2022.
