It has remained unclear exactly how the photo ended up in the yearbook of the Eastern Virginia Medical School and on Northam's page.

"The man you're looking at and talking to right now is not who I was in my early 20s", Northam said, citing his background as an Army medic and a pediatric neurologist.

"Please do not allow these women to be further victimized by delay and defamation", Smith said in a plea to Virginia lawmakers.

Asked whether he would resign, Mr Northam said: "I'm not going anywhere".

The governor originally acknowledged appearing in the photo and then backtracked the next day at a nationally televised news conference, where he said he did not believe he was in the photo, but did admit to donning blackface at a dance competition in Texas.

Also Saturday, Northam made his first official public appearance since he denied being in the photo, attending the funeral for a state trooper killed in a shootout.

"Well again, we have worked very hard, we've had a good first year, and I'm a leader. I've been in some very difficult situations, life-and-death situations..."

President Donald Trump weighed in Sunday morning, tweeting "African Americans are very angry at the double standard on full display in Virginia!"

Meanwhile, the state's Lieutenant Governor, Justin Fairfax, has been accused of sexual assault by two women, independently of one another.

With Northam and Fairfax running out their political life spans, the party's left with Mark Herring, the state attorney general. Herring would become governor should both Northam and Fairfax step down.

In the unlikely event all three men were to step down, the governorship would pass to the Republican speaker of the state house, which would be a stunning reversal in a state where Democrats have been gaining power in the last few election cycles.

Democratic Del. Patrick Hope said he wants to introduce articles of impeachment Monday against Fairfax after two women recently accused the Democrat of sexual assault in the 2000s.

King: Also known as slavery. After the second allegation was made Friday, Fairfax - the second African-American to ever win statewide office - was barraged with demands to step down from top Democrats, including a number of presidential hopefuls and most of Virginia's congressional delegation.

Northam, now a year into his four-year term, announced his intention to stay at an afternoon Cabinet meeting, according to a senior official who was not authorized to discuss the matter publicly and spoke on condition of anonymity.

Many Democrats who had carefully withheld judgment after the first accusation against Fairfax, saying the matter needed to be investigated, immediately condemned him.

It's not clear whether he'll be paid by the firm while on leave.

The Northam episode, he said, has shown "that Sweet Old Dixie is still around" - a nickname for the Southern states of the Confederate era. He's a Republican, which is giving the Democratic officerholders another reason to try to keep their positions.
