Lindsey Graham of SC, introduced legislation Friday that would prohibit certain arms sales to Saudi Arabia in response to the killing of Khashoggi and its role in Yemen. The White House indicated the president could decline to respond to requests from Congress. "The President maintains his discretion to decline to act on congressional committee requests when appropriate", a senior administration official told CNN.

Khashoggi, a Washington Post columnist and prominent critic of Saudi Arabian leadership, was killed within the Saudi consulate in Istanbul last October.

The country has put 11 people on trial for the murder and is seeking the death penalty for five of them.

Saudi Arabia is denying that the kingdom's crown prince had a role in the killing of a Washington Post columnist amid calls from members of Congress for US sanctions on the kingdom.

Turkish and USA intelligence services have also linked Prince Mohammed to the murder, although President Donald Trump's White House has been keen to blur the lines in order to maintain the strong military and ecomomic relationship between the two countries.

Al-Jubeir affirmed that the operation wasn't authorized, highlighting "no order was given to conduct this operation". He said that the killing had been a "huge mistake". "These things happen. Mistakes happen".

Speaking at the launch of a book about the journalist, Hatice Cengiz also said she believes that Saudi King Salman "has a conscience" and will support Turkey's efforts to shed light on his killing.

Saudi Crown Prince Mohammed bin Salman told a top aide in 2017 that he would use "a bullet" on self-exiled journalist Jamal Khashoggi if he did not return to the kingdom and stop criticising the Saudi government, The New York Times reported on Thursday, quoting unidentified officials with access to United States intelligence reports.

It was only recently transcribed, however, because of mounting efforts by U.S. intelligence to find more conclusive proof linking the prince to the killing.

If true, the threat by the crown prince is a significant indication Khashoggi had become a preoccupying irritant.

The Saudi minister urged Congress to wait for the investigation and the trial to be over in Saudi Arabia, instead of "putting the cart before the horse". We will not accept any state to dictate to us what to do.

U.S. officials have reportedly said such an operation would have needed the prince's approval.

"I appreciate the information the administration shared today", Risch said in a statement, adding "I anticipate a more detailed briefing from the administration on this issue".
