She said the "gangster-like stand of the usa will eventually put the situation in danger". She also said the North Korean leader will soon "clarify his position" on whether to continue talks or restart missile launches and nuclear tests.

He downplayed recent satellite images that analysts say show activity at North Korean missile sites and urged against making any "snap judgment" on the significance of the images that appear to show that North Korea has begun rebuilding a portion of the Sohae facility previously used to test long-range missile engines. She added, though, that Secretary of State Mike Pompeo and national security adviser John Bolton have created an "atmosphere of hostility and mistrust" that ended negotiations at a summit in Vietnam in February.

The summit ended abruptly without a joint agreement after Kim insisted that all USA sanctions on his country be lifted.

Pompeo told reporters it was not the first time he had been called "gangster-like" by North Korea.

South Korea, which has an ambitious agenda of engagement with North Korea that is dependent on Pyongyang and Washington resolving at least some of their differences, said it was too early to tell what Choe's comments might mean.

Choe said it was the USA that was being too demanding and inflexible and called the demand that denuclearization come before sanctions are eased "an absurd sophism". "The failure of the talks came despite what Choe described as a "mysteriously wonderful" chemistry" between Trump and Kim. Earlier this month, Bolton said that if North Korea doesn't shutter its nuclear program and everything associated with it, "they're not going to get relief from the crushing economic sanctions that have been imposed on them and we'll look at ramping those sanctions in fact".

But Mr Pompeo said he is "hopeful" that discussions will continue.

In response, Seoul's presidential office said that the South Korean government will continue the efforts to faciliate dialogue between United States and North Korea under any circumstances. "It's the administration's desire that we continue to have conversations about this", said Pompeo.

"Kim Jong Un could announce his position on nuclear negotiations with the USA and possibly even how he intends to follow up on his comment in his New Year's speech about "seeking a new path" if the United States continues to exert pressure", said Minyoung Lee, an analyst at NK Pro.

She added that after the summit, Kim Jong-un questioned whether it makes sense to hold a new one. "The government will put every effort to resume the North Korean - U.S. talks".

"That's Chairman Kim's word", Mr Pompeo said. "It is likely to gauge the US reaction in the days ahead before making a decision to launch a rocket", he said.

The tone of the North Korean Foreign Ministry, highlighting the lack of progress in the implementation of the denuclearization issue, is in stark contrast to the far more optimistic rhetoric from the United States special representative for North Korea, Stephen Biegun.

"What is clear is that the U.S. has thrown away a golden opportunity this time", she said. North Korea has always been good at throwing brushback pitches, spiking up hostile statements while looking for diplomatic openings.

Bolton told reporters outside the White House that he had seen the statement from the North Korean official and that "I think that's inaccurate".

Talks in Hanoi collapsed when Mr Trump refused to lift any sanctions until North Korea was completely denuclearised.

At the State Department on Monday, Pompeo said that the North Korean offer in Hanoi "simply didn't rise to the level that was acceptable given what they were asking for in exchange".
